It's further confirmed with the pictures taken with Selena, where they both wear similar style costumes - of course, Selena's slightly better because she came from palace official family. They are probably lower ranked concubines, such as Cairen (才人 - 5th rank) Meiren (美人 - 4th rank) or Jieyu (婕妤 - 3rd rank).
